Who got the money and how

This relief is not being given through an open application process. The district administration prepared lists of flood-affected families from Circle Officers’ reports, the Disaster Management Department verified them, and Rs 7,000 was then sent directly to the verified beneficiaries’ bank accounts through DBT — with no middleman in between.

So if your name is on the verified list, the money comes straight to your bank account. There is no form, agent or fee. Anyone asking for money in the name of this relief is a fraud — inform the local administration.

Why this year’s floods were so severe

At the 6 October review meeting, officials explained that the floods arrived in two phases. In the first phase, the Ganga, Son, Ghaghra, Kosi and Punpun recorded new highest water levels. In the second phase, the Gandak touched record levels at four locations, and embankments broke at six locations in West Champaran, Gopalganj and Saran.

The Chief Minister said exceptionally high water in the Ganga, Gandak and Son, plus silt accumulation in riverbeds, were major causes of the floods. Bihar is the first state in the country to formulate a silt policy.

What to do if your family was missed

If the relief money has not arrived, do not panic — DMs have been told to send details of families left out. Take these steps:

  1. Ask your district administration / DM office or local block (anchal) office whether your name is on the list.
  2. Keep your bank details correct — DBT goes to the account recorded in the list. Get errors fixed at your bank branch.
  3. Check your bank statement or passbook — the money may have arrived even without an SMS.
  4. Never share your OTP, bank details or money with unknown callers. There is no fee for this relief.

What comes next

  • 14 October: Agricultural input subsidy for farmers whose crops were damaged (announced by the Chief Minister).
  • Before Diwali: Repairs to flood-damaged roads and infrastructure to be completed, as directed.
  • Detailed damage report: Officials asked to submit it soon, to plan further relief and rehabilitation.
