What is Haryana Bauna Bhatta Yojana

Haryana Bauna Bhatta Yojana is a social security scheme of the Haryana Department of Social Justice and Empowerment. On the official website of the department, this scheme is listed under the name Allowance to Dwarfs. Under this scheme, dwarf persons living in Haryana are given monthly financial assistance, so that they can meet their everyday needs with dignity.

The scheme has been running since 1 June 2006. In the beginning, the assistance under it was Rs 300 per month. The government has increased this amount from time to time, and today the assistance is many times more than what it was at the start. The biggest strength of this scheme is that it is not a one-time help. It is a regular monthly assistance. As long as the beneficiary keeps meeting the eligibility conditions, the assistance keeps coming.

Haryana runs many social security schemes, such as the Old Age Samman Allowance, the widow pension and the disability pension. The Bauna Bhatta Yojana belongs to the same group of schemes. Its purpose is to give financial support to people who face difficulties in work and employment because of their short height. The government has made height the main basis of eligibility in this scheme, along with conditions of age, residence and a medical certificate.

Allowance rate history: from 2006 to 2025

The amount under this scheme did not rise in one step. The government increased it in several stages over the years. According to the rate list published on the official website of the department, the journey of the allowance has been as follows. At the start, on 1 June 2006, the amount was Rs 300 per month. After that, from 1 January 2016, it became Rs 1,400 per month. Then from 1 November 2016, the amount rose to Rs 1,600 per month.

After that, the allowance became Rs 1,800 per month from 1 November 2017, Rs 2,000 per month from 1 November 2018, and Rs 2,250 per month from 1 January 2020. Then it became Rs 2,500 per month from 1 April 2021 and Rs 2,750 per month from 1 April 2023. From 1 January 2024, the allowance was Rs 3,000 per month. The latest increase came into effect from 1 November 2025, under which Rs 3,200 is now paid every month.

Effective date Monthly allowance
1 June 2006 Rs 300
1 January 2016 Rs 1,400
1 November 2016 Rs 1,600
1 November 2017 Rs 1,800
1 November 2018 Rs 2,000
1 January 2020 Rs 2,250
1 April 2021 Rs 2,500
1 April 2023 Rs 2,750
1 January 2024 Rs 3,000
1 November 2025 Rs 3,200

This increase was announced by the Haryana government in February 2026, and it was applied with retrospective effect from 1 November 2025. In simple words, the old amount was Rs 3,000, and a hike of Rs 200 took it to Rs 3,200. The same Rs 200 hike was also applied to other social security schemes such as the Old Age Samman Allowance, the widow pension and the disability pension. If you calculate the full year, a beneficiary gets Rs 38,400 in a year at the rate of Rs 3,200 per month. This amount is not paid in one lump sum. It is paid every month as an instalment.

Who can apply: eligibility conditions

The benefit of this scheme is not available to everyone. The department has fixed clear eligibility conditions. Before applying, read all these conditions carefully and check for yourself whether you meet them or not. If even one condition is not met, the application will not be accepted.

The first condition is about age. The age of the applicant should not be less than 18 years. In other words, only adults can apply for this scheme. Children below 18 years of age do not come under this scheme.

The second condition is about residence. The applicant should be a domicile of Haryana State and should have been residing in Haryana State for the last one year at the time of submission of the application. If you have recently moved to Haryana from another state, you will be able to apply only after completing one year of stay.

The third and most important condition is about height. The height of a male applicant should be 3 feet 8 inches or less, and the height of a female applicant should be 3 feet 3 inches or less. According to the official information of the department, a person of this height is treated as equivalent to 60 percent handicapped. Here, one thing needs to be kept in mind. On the internet, some old websites still show 70 percent handicapped for this scheme, but the current official information of the department says 60 percent. So treat the 60 percent figure as correct, and do not apply on the basis of an old article.

Applicant Maximum height
Male 3 feet 8 inches or less
Female 3 feet 3 inches or less

The fourth condition is about the medical certificate. The applicant has to submit a certificate from the Civil Surgeon, stating that he or she is a dwarf and that the height is within the limit fixed by the scheme. This certificate is the strongest proof of eligibility. Without this certificate, the application is not treated as complete.

One more thing that is important to know is that no income limit is mentioned for this scheme in the official scheme information of the department. In other words, the official scheme page does not say that the annual income of the family should be below a certain amount. Even so, before applying, do ask once at the social welfare office of your district, because rules can change. If any person or agent tells you that he can get your work done in the name of an income limit, be careful.

Documents required for the application

Keeping all the documents ready before applying is very important. If the documents are incomplete, the application can get stuck or even be returned. Prepare your papers as per the list given below.

  • Dwarfism certificate from the Civil Surgeon: This is the most important document. It should confirm the height of the applicant and the dwarf condition.
  • Haryana domicile certificate: This proves that you are a resident of Haryana.
  • Residence proof: Proof of living in Haryana for the last one year, such as a ration card or voter card.
  • Age proof: Birth certificate, school certificate or voter card, to prove that the age is 18 years or above.
  • Identity proof: Aadhaar card or voter card.
  • Bank account details: The allowance is sent directly to the bank account, so keep a copy of the bank passbook or the account number details ready.
  • Passport size photo: Keep a recent photo to attach with the form.

Keep the original documents with you along with the photocopies, because at the time of verification the officer may ask to see the original papers. Fill the name, address, age, height and bank account information in the form correctly. Even a small mistake can delay the application.

How to apply: step by step process

The application process for this scheme is simple, but it has to be followed in the right order. Complete the steps given below one by one.

  1. Get the form: First, get the application form for the Dwarf Allowance. The form is available on the Haryana pension portal at pension.socialjusticehry.gov.in. It is also available on the form page of the department website at socialjusticehry.gov.in/form/application-form-for-dwarf-allowance/. The form can also be taken from the social welfare office of your district.
  2. Get the Civil Surgeon certificate: If you do not already have a dwarfism certificate, first get yourself examined by the Civil Surgeon of your district and get the certificate made. This work has to be done before applying, because without the certificate the form will remain incomplete.
  3. Fill the form carefully: Fill your name, address, age, height, bank account information and other details correctly in the form. The form can be filled in Hindi or English, but the information must be correct.
  4. Attach the documents: Attach copies of all the documents listed above with the form. Keep the Civil Surgeon certificate on top, so that the officer who checks the form can find it easily.
  5. Submit the form: Submit the filled form at the office of the District Social Welfare Officer of your district. In some districts, the form is uploaded through a Common Service Centre and then submitted at the concerned BDPO or Municipal Committee office. Confirm from the office which system is followed in your district.
  6. Verification and sanction: After the form is submitted, an investigating officer checks the application. If the verification is found correct, the case goes through the Section Officer to the District Social Welfare Officer, who is the officer authorised to sanction the allowance.
  7. Allowance begins: After sanction, the beneficiary starts getting the monthly allowance. As per the scheme information, the time limit for the service is 60 days, so keep checking the status of your application with the office after applying.

Do not pay money to any agent or middleman while applying. This scheme is completely free, and no fee is charged for submitting the form. If any person asks for money, he is doing something wrong. Contact the District Social Welfare Office directly.

What happens after you apply

After the application is submitted, it is verified. The investigating officer checks your documents and the information you have given. If the information is found correct, the District Social Welfare Officer sanctions the allowance. If some shortcoming is found in the information, you may get a chance to correct it. So write your mobile number correctly in the form, so that the office can contact you.

Another important thing is that when the beneficiary reaches the age of 60 years, the Dwarf Allowance is migrated to the Old Age Samman Allowance. In other words, the assistance does not stop after 60 years of age. It continues in the form of the old age allowance. This change is made by the department itself.

If the information given in the application is found to be false, the District Social Welfare Officer has the right to stop the allowance. The allowance also stops on the death of the beneficiary. If the beneficiary moves to another district, he or she has to apply for continuation of the allowance in the new district. So inform the office at once if your address changes.

Common mistakes to avoid while applying

Many times, an application gets stuck because of small reasons. These mistakes are easy to avoid, if you are a little careful. The first mistake is that people submit the form without the Civil Surgeon certificate. This certificate is the most important document, so get it made first.

The second mistake is that people trust old information. On the internet, many websites still show the amount of this scheme as Rs 1,800, which is several years old. The current amount is Rs 3,200, effective from 1 November 2025. Always treat the information given on the official website of the department as correct.

The third mistake is that people write a wrong bank account number in the form. The allowance comes directly into the bank account, so check the account number twice before writing it. The fourth mistake is that people do not ask about the status of their application after submitting it. After applying, stay in touch with the office from time to time, so that if there is any shortcoming, it can be corrected in time.
