Haryana Berojgari Bhatta 2026: Unemployment Allowance for Educated Youth — Eligibility, Dates and How to Apply on hrex.gov.in

Every year, lakhs of educated young people in Haryana finish their studies and face the same question — the degree is in hand, the job has not come yet, so how do the household expenses run? Exam fees, travel for interviews, books and preparation material — everything costs money, and when the income is zero, every rupee feels heavy. In this situation, an old scheme of the state government is in discussion again, because its application window opens only once a year, and only for one month.

In this article, we will tell you the complete truth about this scheme — what it is, who it is for, who cannot apply, which documents are needed, where and how to apply, and most importantly, the two big misunderstandings spread on the internet about this scheme, because of which thousands of young people apply wrongly and get rejected every year. Read the article till the end, because at the end we have also given a self-check list, with which you can know in two minutes whether you are eligible or not.

Let us make one thing clear at the start — this is not a job, and it does not go to every unemployed person. It is a monthly financial support for educated unemployed youth, and its conditions are quite strict. Young people who do not meet the conditions will not have their applications accepted, so reading the eligibility carefully before filling the form is the most important step.

This is not a new scheme. The Unemployment Allowance Scheme for the Educated Unemployed Youth has been running in Haryana since 1 November 1988. It has been revised several times, and the allowance rates were last enhanced with effect from May 2025. Every year, fresh applications are invited only online, from 1 November to 30 November. That means if you miss this year’s window, the next chance will come only in November next year.

What Is This Scheme, and How Is It Different from Saksham Yuva?

The biggest confusion on the internet is that people treat Haryana Berojgari Bhatta and Saksham Yuva Yojana as the same scheme. They are two different schemes, their portals are different, and most importantly — young people who are already registered under Saksham Yuva Yojana cannot apply for this unemployment allowance.

Point Berojgari Bhatta (Unemployment Allowance) Saksham Yuva Yojana
Official portal https://hrex.gov.in https://hreyahs.gov.in
Application window Every year, 1 to 30 November Different rules; check the portal
Monthly allowance Rs 1,200 or Rs 2,000 Rs 1,200 for Class 12, Rs 2,000 for graduates, Rs 3,500 for post-graduates (check current rules)
Honorarium work Not part of this scheme Honorarium up to Rs 6,000 for 100 hours of work (as per rules)
Both benefits together Youth registered in Saksham Yuva are not eligible Both allowances cannot be taken together

So before applying, decide which scheme you want to go for. If you are already taking benefit under Saksham Yuva, do not apply for this allowance — that application will be rejected. For full details of Saksham Yuva Yojana, see our post: Saksham Yojana 2026 Guide.

Some news reports also say that up to Rs 2,000 extra allowance is available under the Saksham Yuva module. That does not apply to this unemployment allowance — it is Saksham Yuva’s own arrangement. No extra amount is added to this allowance. Check the official notification for exact details.

How Much Allowance Will You Get?

The allowance depends on your education. It is sent every month directly to your Aadhaar-linked bank account.

Educational qualification Monthly allowance Total in one year
Class 12 pass, or any 2-year certificate / diploma course after Matric Rs 1,200 per month Rs 14,400
Graduate degree or above, or any 3-year certificate / diploma course after 10+2 Rs 2,000 per month Rs 24,000

Note that Class 12 pass youth get Rs 1,200 and graduates or holders of a 3-year diploma get Rs 2,000. Your qualification proof decides which amount you get, so uploading the correct marksheet and certificate is very important. How long the allowance continues and when the payment starts should be checked in the official notification — at the time of writing, this could not be confirmed from an official source, so check official notification.

Eligibility: Who Can Apply?

The eligibility conditions of this scheme are clear, but the strictest condition is the one most people ignore — 3 years of registration with the employment exchange. All the conditions below must be met together. If even one condition is not met, the application can be rejected.

  • Haryana domicile is compulsory. Residents of other states cannot apply under this scheme.
  • Education: You must have passed Class 12, or hold a 2-year certificate / diploma after Matric, or hold a graduate degree / 3-year certificate / diploma after 10+2.
  • Employment exchange registration: Your name must be registered with any Employment Exchange in Haryana continuously for a minimum period of 3 years or more as on 1 November 2026. This is the condition that rejects the most applications — if your registration was done after 1 November 2023, you are not eligible this year.
  • Age: Between 21 and 35 years.
  • Family annual income: The total annual family income from all sources should not exceed Rs 3,00,000.
  • Property limit: The family should not own residential or commercial property worth more than Rs 10 lakh, and should not own agricultural land exceeding 2 hectares.
  • Unemployed: The applicant should not be employed and should not be self-employed.

Who Cannot Apply? (Read This Carefully)

Some websites wrongly state that the applicant must be a regular student or trainee. That is wrong. The official scheme document clearly says that the applicant should not be a student / trainee / apprentice. So if you are still studying or in any training, you are not eligible for this allowance.

  • Youth who are currently students, trainees or apprentices are not eligible.
  • Youth who are employed or self-employed are not eligible.
  • Youth already registered under Saksham Yuva Yojana are not eligible.
  • Dismissed government employees are not eligible.
  • Persons convicted of an offence resulting in imprisonment of six months or more are not eligible.
  • Youth whose employment exchange registration does not complete 3 continuous years as on 1 November 2026 are not eligible this year — they can apply next year, if the other conditions are met.

2-Minute Self-Check List

Before filling the form, ask yourself these questions. If the answer to any question is “no”, first fix that gap, then apply.

  • Are you a permanent resident of Haryana, and do you have domicile proof?
  • Is your name registered with the employment exchange continuously since 1 November 2023 or earlier, and is it on the Live Register?
  • Is your age between 21 and 35 years?
  • Have you completed your education, and are you not a student or trainee at present?
  • Are you fully unemployed — neither in a job nor self-employed?
  • Is your family annual income not more than Rs 3 lakh?
  • Do you have a Parivar Pehchan Patra (PPP) / Family ID and an Aadhaar-linked bank account?
  • Are you not registered under Saksham Yuva Yojana?

If all answers are “yes”, you can apply. If the registration period is short, do not apply this year — keep your registration active and apply next November.

Documents Required

Keep these documents ready before starting the application, so that the form does not get stuck midway.

If anyone asks for money to fill the form, get approval or “add your name to the list”, it is a fraud. The real application is only on https://hrex.gov.in, not on any WhatsApp link, Telegram group or private website. Never share your OTP, Aadhaar number or bank details with any unknown person.
