Uttar Pradesh Deep Dive: Tablets, Not a Central Laptop Form

Uttar Pradesh does not give laptops under a central Sarkari Laptop Yojana. Its scheme is the Swami Vivekananda Yuva Sashaktikaran Yojana (DigiShakti), which gives tablets or smartphones.

  • Latest approval: On 25 August 2026, the UP Cabinet approved the purchase of 25 lakh tablets for free distribution under this scheme, with a budget provision of Rs 2,374.60 crore for 2026-27.
  • Scale so far: About 60 lakh tablets and smartphones have been reported as distributed since 2021-22, as stated by the state finance minister in August 2026 coverage.
  • Who is eligible: Eligible youth pursuing undergraduate and postgraduate courses, diploma programmes, skill-development and related courses.
  • How it works: Institutions upload student data and students complete Aadhaar e-KYC on digishakti.up.gov.in. There is no separate student application for a central Sarkari Laptop Yojana form. If the portal does not load, confirm your status through your institution.
  • What it is not: This is a state tablet/smartphone scheme, not a central laptop scheme, and it does not come from a WhatsApp form link.

Fake Form and Fake Message Warning

A fake laptop-scheme message usually has one or more of these signs: a link that is not on a .gov.in portal, pressure such as hurry or last date today, a small registration fee, a request for your OTP, Aadhaar number or bank details, or a claim that your name is already in the list.

Never do these things: Do not click the link, do not pay any fee, do not share your OTP, Aadhaar number or bank details, and do not forward the message. Delete it, check PIB Fact Check, ask your college or school, and report it on 1930 or on cybercrime.gov.in. PIB Fact Check has called the viral free-laptop claims fake, including in its September 2026 warning and in the central government debunk reported on 20 April 2026.

What Is the Truth About Sarkari Laptop Yojana?

The straight answer is this: the central government is NOT running any scheme called “Sarkari Laptop Yojana”. There is no scheme by the Prime Minister to give free laptops to all students, and there is no scheme called “National Student Laptop Scheme 2026”.

The Press Information Bureau (PIB) Fact Check unit has said this clearly. In October 2025, PIB said through its official X (Twitter) post that no “PM Modi Free Laptop Scheme” exists. Later, when a WhatsApp message about “National Student Laptop Scheme 2026” went viral, asking students to click a link and apply for a free laptop, PIB flagged that too as fake. PIB said clearly that the government has announced no such scheme.

You can verify this claim yourself. The National Scholarship Portal (scholarships.gov.in) lists all genuine central scholarship schemes – there is no laptop scheme there. The MyScheme portal (myscheme.gov.in) also lists central and state schemes – there is no national scheme by the name “Sarkari Laptop Yojana” there either.

So where do these messages come from? In most cases they are created by scammers who want to steal people’s personal details or money in the name of a government scheme. Later in this article we will explain how to recognise such fake messages and how to protect yourself.

Which States Really Give Laptops to Students?

It is very important to understand this: there is no central scheme, but some state governments have their own schemes. Every scheme has different rules, eligibility and process. Below is the information about the states for which confirmed details are available.

1. Tamil Nadu – Ulagam Ungal Kaiyil / Vetri Laptop Scheme

Tamil Nadu runs the biggest free laptop scheme for college students. The scheme started on 5 January 2026 under the name “Ulagam Ungal Kaiyil” (meaning “The World in Your Hands”). In the August 2026 budget it was renamed the “Vetri Laptop Scheme”.

  • Who gets it: Final-year students of government and government-aided colleges in Tamil Nadu.
  • How many students: About 20 lakh students over two years, 10 lakh in the first phase.
  • Budget: About Rs 2,000 crore per year.
  • Laptop specifications: Intel i3 or AMD Ryzen 3 processor, 8 GB RAM, 256 GB SSD, Windows 11, with MS Office 365.
  • How to apply: Students do NOT have to apply online separately. The college itself prepares the list of eligible students and forwards it. Ask your college nodal officer whether your batch is covered in the current phase.
  • Helpline: 1800-599-9000 (10 AM to 5 PM).

2. Rajasthan – Free Laptop E-Voucher Scheme (Up to Rs 20,000)

The Rajasthan government announced a change in its Free Laptop Scheme in the 2026-27 budget. Instead of giving laptops directly, eligible students now get an e-voucher of up to Rs 20,000, with which the student can buy a laptop or tablet of their choice.

  • Who gets it: Meritorious students of Class 10 and Class 12.
  • Benefit: E-voucher up to Rs 20,000.
  • How to apply: Through the Rajasthan SSO portal (ssoapps.rajasthan.gov.in) by logging in with an SSO ID. If you do not have an SSO ID, you can create one free of cost using your Jan Aadhaar card. In the form you have to fill your Class 10 or 12 roll number, board, percentage and personal details. Documents needed are Aadhaar card, Jan Aadhaar card, marksheet and school certificate. After verification, the e-voucher is sent to the registered mobile number or email.
  • Please note: After the budget announcement, the scheme option and last date on the portal keep getting updated from time to time, so always check the latest information on the SSO portal itself.

3. Uttar Pradesh – Digi Shakti Yojana (Now Tablet/Smartphone, Not Laptop)

In Uttar Pradesh the name “Free Laptop Yojana” is heard a lot, but the truth in 2026 is that laptops are no longer given under this scheme. The scheme now runs as the “Swami Vivekanand Yuva Sashaktikaran Yojana”, operated through the Digi Shakti portal.

  • What you get: A free tablet or smartphone instead of a laptop.
  • Who gets it: UP resident students enrolled in UG (graduation), diploma, ITI or technical courses who have passed Class 10 or 12 from the UP Board.
  • Official portal: digishakti.up.gov.in – registration and Aadhaar-based e-KYC happen here.
  • Documents needed: Marksheet, college ID, Aadhaar card, domicile certificate. Students who have already taken benefit under this scheme once are not eligible again.
  • Latest status: The scheme was paused in 2025 and restarted after an official notice dated 31 December 2025. So for the latest information, check only the Digi Shakti portal or your college.

4. Madhya Pradesh – Rs 25,000 Assistance

In Madhya Pradesh the government does not give laptops directly. Instead, Rs 25,000 is sent to the bank accounts of eligible students so that they can buy a laptop themselves.

  • Who gets it: MP Board students who score 75% or above in Class 12 (rules may differ by category).
  • Benefit: Rs 25,000, directly into the bank account (DBT).
  • How to apply: Check the latest notification on the official Madhya Pradesh education/scholarship portal. Information is also available through your school or college.

5. Bihar – There Is No Free Laptop Yojana in Bihar

For students in Bihar it is very important to know this: there is NO scheme called “Free Laptop Yojana” in Bihar. Messages or videos claiming free laptops in the name of Bihar are false.

The genuine help available in Bihar is:

  • Mukhyamantri Kanya Utthan Yojana: Girls who pass Class 12 get Rs 25,000 directly in their bank account. This money is an incentive for further studies, not for a laptop. You can read the full details in our Mukhyamantri Kanya Utthan Yojana 2026 article.
  • Bihar Student Credit Card Yojana: Students taking technical or higher courses get a loan of up to Rs 4 lakh, and the cost of a laptop up to Rs 35,000 can be included in it. This is a loan, not free money – it has to be repaid later.

Is a Viral Message Real or Fake – Check in 5 Steps

Whenever you get a free laptop message, follow these 5 steps:

Step 1 – Look at the website address. A genuine government website address ends with .gov.in or .nic.in. If the link is on .com, .org, .in or some strange name with a government logo on it, it is fake.

Step 2 – Check PIB Fact Check. Search the scheme name on PIB Fact Check (pib.gov.in). If PIB has called it fake, the matter is closed.

Step 3 – Check NSP and MyScheme. Search the scheme name on scholarships.gov.in and myscheme.gov.in. A genuine scheme will definitely be found there.

Step 4 – Ask your college or school. Information about genuine schemes is available with your college, school or district education office. The college notice board is the most trustworthy place.

Step 5 – Beware of pressure like “Hurry, last date is today”. Scammers always create pressure – “fill the form today only”, “only 100 seats left”. A genuine government scheme never puts such pressure.

How Scams in the Name of Free Laptops Work

Scammers usually trap people in these ways:

  • Fake form: They create a website and ask for name, mobile number, Aadhaar number, bank account details and OTP. Once they get this information, money can be taken out of your account or your identity can be misused.
  • A small fee: “Only Rs 99 or Rs 499 for registration” – no government scheme ever asks for such a fee. Asking for a fee is itself the biggest red flag.
  • Asking for OTP: The government never asks for your OTP on WhatsApp, call or SMS. Every message asking for OTP is a scam.
  • The “your name is in the list” lie: “Your name has come in the laptop list, click this link to verify” – no such list exists. Government SMS messages never contain links.
  • Fake portals: For example, in Bihar the official portal is only medhasoft.bihar.gov.in – any other similar-looking address is fake. In every state, trust only the official .gov.in portal.

Remember: never enter your Aadhaar number, bank details or OTP on any unknown link. And do not forward such messages – one forward from you can make your friend or relative a victim of fraud.

What to Do If You Have Already Been Scammed

If you have mistakenly entered your details on a fake link or sent money, do not panic – take these steps immediately:

  1. Call 1930 – this is the National Cyber Crime Helpline number. The sooner you report, the higher the chance of getting your money back.
  2. File a complaint on cybercrime.gov.in – the National Cyber Crime Reporting Portal, where you can file a complaint online.
  3. Inform your bank immediately – if you shared bank details or OTP, call the bank and get your account frozen or card blocked.
  4. Change passwords – if any account password was shared, change it at once and turn on two-factor authentication.
  5. File a complaint at the nearest police station – keep a copy of the complaint safely.

Genuine Options If You Really Need a Laptop

Leave the fake free-laptop messages aside and try these genuine routes:

  • National Scholarship Portal (scholarships.gov.in): All genuine central and state scholarship schemes are available here. Scholarship money can be used for a laptop or studies.
  • MyScheme (myscheme.gov.in): The official portal to find schemes according to your eligibility.
  • Your state scholarship scheme: Every state has its own scholarship portals, like UP Scholarship. You can read the latest details in our UP Scholarship 2026 article.
  • Help from your college: Many colleges and universities lend laptops from the library or provide them at low cost. Ask your college administration.
  • Student Credit Card / Education Loan: In states like Bihar, the cost of a laptop can be included in the student credit card. Read the terms carefully – this is a loan.
