Tired of standing in job queues? There is another road — your own work, your own business. And the government helps you walk it. The Uttar Pradesh government’s Mukhyamantri Yuva Swarozgar Yojana is meant for educated but unemployed youth who want to set up a small industry or a service-sector unit of their own.
In this article you will find: what the scheme is and how much loan you can get, the 25% margin money calculation explained in simple words, who can apply and who cannot, the documents you need, step-by-step application on the diupmsme.upsdc.gov.in portal, how selection works, and the important difference between this scheme and the newer Mukhyamantri Yuva Udyami Yojana (many people confuse the two — you should not). Let us go through everything one by one.
What is the scheme?
The Mukhyamantri Yuva Swarozgar Yojana (MYSY) is a scheme of the Uttar Pradesh Department of MSME and Export Promotion. Its goal is straightforward — to give self-employment opportunities to the educated unemployed youth of the state, so they become job creators instead of job seekers.
Under the scheme, you get a bank loan and the state government provides margin money — that is, the government bears a part of your project cost. The scheme has been running since 2018 and is also mentioned in the Uttar Pradesh State MSME Policy released in June 2026 — so this is a live, active scheme, not a closed one.
Two kinds of ventures are covered — industrial/manufacturing (such as a small factory, workshop or food-processing unit) and the service sector (such as a repair shop, beauty parlour, computer centre or tailoring unit).

How much loan and how much government support?
This is where most confusion happens, so let us make the calculation crystal clear. The money under the scheme comes in three parts:
1. Bank loan: Up to Rs 25 lakh for setting up an industry and up to Rs 10 lakh for a service-sector unit, from nationalised banks, regional rural banks and other scheduled banks.
2. Margin money (government’s share): The state government provides 25% of the total project cost as margin money — a maximum of Rs 6.25 lakh for the industry sector and Rs 2.50 lakh for the service sector. The best part: after the enterprise runs successfully for two years, this margin money is converted into a grant — meaning you do not have to repay it.
3. Your own contribution: General-category beneficiaries must contribute 10% of the project cost themselves. For the special category — SC/ST/OBC, minorities, women and persons with disabilities — this limit is only 5%.
What counts as project cost? Capital expenditure (excluding the cost of land purchase) plus one cycle of working capital. So if you bought land, its price is not added to the project cost.
A simple example: Suppose you want to set up a Rs 10 lakh service unit (say, a computer training centre). The breakup would be — government margin money: Rs 2.50 lakh (25%), your contribution (general category): Rs 1 lakh (10%), remaining bank loan: Rs 6.50 lakh. If the unit runs well for two years, the Rs 2.50 lakh margin money becomes a grant — that money becomes yours, with nothing to repay.
Who can apply? (Eligibility)
As per the official scheme guidelines, the eligibility conditions are:
- Must be a native (domicile) of Uttar Pradesh.
- Age must be between 18 and 40 years.
- Minimum educational qualification: high school (Class 10) pass or equivalent.
- The applicant must not be a defaulter of any bank or financial institution.
- The applicant must not have earlier received benefits under any central or state government self-employment scheme (such as PMRY, PMEGP or the Chief Minister’s Employment Scheme).
- Benefit is given only once per family — the applicant or one member of their family, just one person.
- Submitting an affidavit confirming fulfilment of the eligibility conditions is mandatory.
Who will NOT get the benefit?
The conditions above already make it clear, but let us repeat so there is no trouble later:
- Those who are already loan defaulters with any bank.
- Those who have already taken benefit of any government self-employment scheme.
- Those whose family member has already taken benefit under this scheme.
If any of these apply to you, the application will be rejected — so check yourself first.
Documents required
The official scheme note asks for these documents:
- Identity proof: Aadhaar card, Voter ID, etc.
- Age proof (such as birth certificate or Class 10 marksheet).
- Caste certificate — if claiming special-category benefit.
- Disability certificate — if applicable.
- Affidavit — confirming eligibility conditions.
Apart from these, the portal usually also asks for a domicile certificate, educational qualification certificate, passport-size photograph, bank passbook and PAN card. Do check the document list given on the portal before applying, as it can change from time to time.
How to apply (step by step)
Applications are accepted online only — offline forms are not accepted. The official portal is: diupmsme.upsdc.gov.in
- Open the portal diupmsme.upsdc.gov.in.
- Click Login and choose Applicant Login from the drop-down.
- Click New User Registration.
- Fill in the asked details — Aadhaar number, name, gender, date of birth, father’s name, mobile number, email, etc.
- Choose your district and select the scheme “MYSY – Mukhyamantri Yuva Swarojgar Yojana”.
- Enter your project/business details and upload the documents.
- Re-check everything and press Submit — you will get a registration/application number. Keep it safe; you will check your application status with this number later.
How to check application status? On the same portal, go to Login → Applicant Login and use the “Know the status of your application” option by entering your application number.
How is selection done?
After you submit the application, the process moves like this:
- First, your application is scrutinised.
- Then a District Working Group Committee chaired by the District Magistrate selects beneficiaries through an interview.
- The proposals of selected applicants are sent to the bank.
- The bank sanctions and disburses the loan after assessing the technical-economic feasibility of the project.
So merely filling the form does not get you the loan — your project must be practical and viable. Write your business plan clearly in the application: what you will make or sell, who your customers will be, and your estimate of costs and earnings.
How does margin money become a grant?
This is the most special feature of the scheme, so let us clarify it once more. Suppose you received Rs 2.50 lakh as margin money. Initially, this amount is part of the loan. But if your unit runs successfully for two years, the entire amount is converted into a grant — a helping hand from the government that you never repay. That is why running the unit honestly for two years is the most important condition of the scheme.
Important: this is different from the “Mukhyamantri Yuva Udyami Yojana”
These days many YouTube videos and WhatsApp messages talk about the “Mukhyamantri Yuva Udyami Vikas Abhiyan (MYUVA)” — which mentions an interest-free loan of up to Rs 5 lakh. That is a separate scheme, not the Yuva Swarozgar Yojana. Do not mix the two:
| Point | Yuva Swarozgar Yojana (MYSY) | Yuva Udyami Abhiyan (MYUVA) |
|---|---|---|
| Launched | Running since 2018 | Started in 2025 |
| Loan | Up to Rs 25 lakh (industry) / Rs 10 lakh (services), from banks | Up to Rs 5 lakh interest-free in the first phase |
| Government support | 25% margin money (becomes grant after 2 years) | Interest subsidy/relief |
| Age | 18–40 years | 21–40 years |
| Education | High school pass | Class 8 pass |
If someone asks you for money to “fill the form” for the Yuva Swarozgar Yojana promising an “interest-free 5 lakh loan”, be careful — the terms of the two schemes are different. Always take correct information only from diupmsme.upsdc.gov.in or msme.up.gov.in.
Things to know before applying
- Keep your project report ready: The bank will give the loan only if your business plan is strong. Write down what you will make or sell, the expected cost and the expected earnings.
- Take advice from the District Industries Centre (DIC): Every district has a DIC office where you get free information and guidance about the scheme.
- Do not pay any middleman: The application process is free. If anyone asks for money “to get the form filled”, it is fraud.
- Keep documents ready in advance: Aadhaar, domicile certificate, Class 10 marksheet, photograph, bank passbook — keep scanned copies so uploading is easy.
- One family, one benefit: If someone in your household has already taken benefit under this scheme, do not apply again — it will be rejected.
Contact and helpline
No central toll-free helpline number is recorded in the official scheme document, so the most reliable routes are:
- Online portal: diupmsme.upsdc.gov.in (application, status check — everything is here)
- District Industries Centre (DIC): visit your district’s DIC office for complete free information about the scheme.
- MSME department portal: msme.up.gov.in
Frequently asked questions (FAQ)
Is this loan interest-free? The official scheme guidelines do not describe the bank loan as “interest-free” — the bank will charge interest as per its norms. Yes, the 25% margin money becomes a grant after two years of successful operation, which you never repay. The interest-free Rs 5 lakh loan belongs to the other scheme (Mukhyamantri Yuva Udyami Abhiyan) — do not mix the two.
Can women apply? Absolutely. Women fall in the “special category” — they need to contribute only 5% of the project cost themselves; the rest of the terms are the same.
Can I get a loan to expand an already-running business? The scheme’s objective is the establishment of new micro units. The official document speaks of “establishment of industries”, so it is mainly for new enterprises.
How many people from one family can take the benefit? Only one. The applicant or one member of their family — once the benefit is taken, it cannot be taken again.
Can those who already took a Mudra loan or PMEGP apply? No. Those who have already taken benefit of any central or state government self-employment scheme are not eligible.
What is the last date to apply? No single fixed last date was found in official sources — targets are set district-wise. For the latest position, check the diupmsme.upsdc.gov.in portal or contact your district’s DIC office.
Will the cost of land purchase be added to the project cost? No. The official guidelines clearly state that the cost of land purchase is excluded from capital expenditure.
When will the margin money become a grant? After the unit runs successfully for two years, the 25% margin money is converted into a grant.
