Updated: 6 November 2026
Every young person in Bihar has the same dream — their own shop, their own factory, their own work. Instead of running after jobs, they want to start something of their own and grow it slowly. But every dream runs into the same wall — money. Where will the lakhs of rupees come from to buy machines, prepare a workplace and meet the starting expenses?
The answer to that question is the Bihar government’s Mukhyamantri Yuva Udyami Yojana. In this article, we explain who this scheme is really for, how much help it gives, who can apply, who cannot, the complete application process, how selection happens, and how the money reaches you in instalments. We also give the latest status of the 2025-26 cycle — because the application window has already closed, and knowing when the next chance will come matters most.
2025-26 Cycle: Latest Status (6 November 2026)
The application window is closed. For the financial year 2025-26, applications under the Mukhyamantri Udyami Yojana were open from 25 February 2026 at 3:00 PM to 15 March 2026 at 5:00 PM, and the last date was extended to 23 March 2026 at 5:00 PM. No fresh applications are being accepted now.
Selection is done. On 20 May 2026, provisionally selected candidates were chosen through computerised randomisation (a computer lottery). After scrutiny of documents, the final list of selected applicants has also been published on the portal. Applicants kept in the draft list had to upload their documents by 24 June 2026 at 5:00 PM — those who missed that deadline had their candidature cancelled.
The next cycle has not been announced yet. As of 6 November 2026, the official portal udyami.bihar.gov.in carries no new date or advertisement for the 2026-27 cycle. As soon as the department issues a fresh advertisement, applications will open on the same portal. The application process given in this article is the one that applied in the last cycle — the same process is expected to repeat in the next cycle, but always check the official portal for the final information.
Important notice for old beneficiaries: Beneficiaries selected in the financial years 2022-23, 2023-24 and 2024-25 who have received the first or second instalment have been given a last chance till 10 November 2026 to upload their Utilisation Certificate on the Udyami portal.

What Is the Mukhyamantri Udyami Yojana? Understand the Six Components
The Mukhyamantri Udyami Yojana (MMUY) is a scheme of the Industries Department, Government of Bihar, whose objective is to bring the unemployed youth of the state into the mainstream and give them self-employment. It is not a single scheme — it has six separate components, and each component is for a fixed category. An applicant must apply only under the component meant for their category.
| Component | For whom |
|---|---|
| Mukhyamantri SC / ST Udyami Yojana | Only SC / ST men and women applicants |
| Mukhyamantri Ati Pichhda Varg Udyami Yojana | Only Extremely Backward Class (BC-01) men and women applicants (minority applicants are not eligible under this component) |
| Mukhyamantri Mahila Udyami Yojana | Women applicants of all categories |
| Mukhyamantri Yuva Udyami Yojana | Only male applicants from the General category and Backward Class (BC-02) (minority applicants are not eligible under this component) |
| Mukhyamantri Alpsankhyak Udyami Yojana | Only minority men and women applicants |
| Mukhyamantri Divyangjan Udyami Yojana | Divyangjan of all categories with disability of 40% or more and holding a UDID card |
In the financial year 2025-26, the target was 2,000 selections per component for four components — SC/ST, Extremely Backward Class, Yuva and Mahila — making 8,000, plus 1,247 under the minority component and 100 under the Divyangjan component, that is 9,347 selections in total, based on district-wise targets.
Yuva Udyami Yojana: Who Is It For?
The component this article focuses on — the Mukhyamantri Yuva Udyami Yojana — is only for male applicants from the General category and Backward Class (BC-02). Understand this clearly, because this is where most confusion happens:
- Women applicants cannot apply under the Yuva component — the Mukhyamantri Mahila Udyami Yojana is for them, and women of all categories are eligible under it.
- SC / ST applicants should apply under the SC/ST Udyami Yojana, not the Yuva component.
- Extremely Backward Class (BC-01) applicants should apply under the Ati Pichhda Varg Udyami Yojana.
- Minority applicants are not eligible under the Yuva component — the Alpsankhyak Udyami Yojana is for them.
- Divyangjan applicants (40% or more disability, holding a UDID card) should apply under the Divyangjan Udyami Yojana.
If you are a man from the General category or BC-02, a permanent resident of Bihar, and want to start your own unit, this is your component. Applying under the wrong component will get your application rejected, so do check your component before applying.
How Much Help Do You Get? The Rs 10 Lakh Break-up
Selected applicants receive financial assistance of up to Rs 10 lakh for setting up and running the project they have chosen. This amount is sanctioned as per the model DPR (Detailed Project Report) prepared by the department. It is divided like this:
| Part | Amount | Repayment |
|---|---|---|
| Grant (Subsidy) | 50% of project cost, up to Rs 5 lakh | Never repaid |
| Loan | 50% of project cost, up to Rs 5 lakh | Repaid in instalments (1% interest under the Yuva component) |
| Total assistance | Up to Rs 10 lakh | — |
Pay special attention to one point: the Yuva Udyami Yojana is the only component in which interest is charged on the loan — and that too only 1%. In all other components the loan is completely interest-free. So if you read “interest-free loan” somewhere, know that it is not correct for the Yuva component — under Yuva, the loan carries 1% interest.
This money does not come in one go. The sanctioned amount is released in three instalments into the Current Account opened in the name of the unit, through RTGS / NEFT. After every instalment a Utilisation Certificate has to be given — the full process is explained below in the “What happens after selection” section. As per the scheme’s component details, there is also a provision of Rs 25,000 per unit for the beneficiary’s training.
What Can the First Instalment Be Spent On?
After the first instalment arrives, the money cannot be spent as you wish. The official guidelines fix a maximum limit for every head:
| Head | Maximum limit |
|---|---|
| Preparation of the project site | Rs 1.50 lakh |
| Electricity connection + safety kit purchase | Rs 25,000 |
| Other items | Rs 25,000 |
| Rent advance (if the project site is taken on rent) | 6 months’ monthly rent or a maximum of Rs 50,000, whichever is less |
| Machinery purchase (at the beneficiary’s choice) | Maximum 25% of the fixed total machinery cost (with GST bill) |
Remember two more things: if the project site is taken on rent from a close relative — mother, father, grandmother or grandfather — the rent advance payment will not be valid. And payment for machinery purchase is valid only through online modes (RTGS / NEFT / Cheque / DD / UPI / Net Banking) into the account of the supplier’s firm or unit — only the GST bill is valid for machinery purchase.
Who Can Apply? Eligibility
As per the official guidelines (Annexure-II, financial year 2025-26), the conditions for applying under the Mukhyamantri Udyami Yojana are:
- The applicant must be a permanent resident of Bihar.
- Must have passed at least 10+2 or Intermediate, ITI, Polytechnic Diploma or an equivalent examination.
- Age must be between 18 and 50 years.
- The unit must be a proprietorship firm, partnership firm, LLP or Pvt. Ltd. Company. A proprietorship business will be run by the entrepreneur on their own PAN.
- The applicant must be eligible for the component they apply under — for the Yuva component, only male applicants from the General category and Backward Class (BC-02).
- The unit must be set up in the applicant’s own district of permanent residence — setting up the unit in another district will lead to rejection of the application.
- The project must be chosen only from the department’s approved list of projects. The scheme covers only manufacturing and service sector projects — not trading projects.
- Applicants choosing the medical lab project must upload a DMLT / BMLT certificate.
- A Current Account must be opened in the name of the unit, because instalments are sent to that account.
One more important point: choose the project carefully while applying — once a project is chosen, no change is allowed afterwards.
Who Cannot Apply?
As per the department’s guidelines, the following people cannot take benefit under this scheme:
- Government or contractual employees whose total monthly salary exceeds Rs 15,000.
- Those who have already taken benefit under any Industries Department scheme, such as PMEGP, Mudra Loan, SIPB or Start-up.
- Persons declared insolvent or insane by a competent court.
- Persons sentenced to imprisonment of six months or more.
- Elected public representatives — MP, MLA, MLC, Mukhiya, Sarpanch, members of urban bodies and Panchayati Raj institutions.
- Dealers of the Public Distribution System (PDS).
- Those who want to set up the unit in a district other than the selected district.
- Those who want to set up a trading project — the scheme is only for manufacturing and service.
Documents Required
The following documents have to be uploaded online at the time of applying. Keep clean and readable scanned copies ready before the application window opens:
- Matriculation certificate (showing the date of birth)
- Intermediate or equivalent passing certificate
- Caste certificate
- Permanent residence certificate
- UDID card for Divyangjan component applicants (disability 40% or more)
- Live photograph of the applicant
- Signature of the applicant
- Cancelled cheque of the bank account (as per the department’s user manual)
Documents can be uploaded only in JPG, JPEG, PNG or PDF format. Blurred or wrong documents can stall the application during scrutiny.
How to Apply Online? Step-by-Step
Application is completely online. Below is the process laid down in the department’s user manual — follow it once a fresh advertisement goes live:
- Open the portal: Open udyamiuser.bihar.gov.in and click on the registration (Login / Registration) option once the fresh advertisement is live.
- Register: Fill in your name (middle name is optional), email ID (mandatory) and mobile number. Only the mobile number registered with your Aadhaar card is accepted.
- Choose your category: Select the applicant type as per your category — for the Yuva Udyami Yojana, General category or BC-02 male.
- OTP verification: Verify with the OTP sent to your mobile number.
- Get your password: The portal itself generates a password and sends it to your email ID — you do not have to create one.
- Log in: Log in at udyamiuser.bihar.gov.in with your registered mobile number and the password received on email.
- Fill the form: Complete the application form section by section — personal information, educational details, family information, organisation details, project details, financial details, bank details, and document upload.
- Upload documents: Upload all documents in JPG, JPEG, PNG or PDF format only.
- Check and submit: Check the data filled in every section, give the self-certification, and submit the application. Keep the registration number safe — you will need it to check your status later.
Submitting the form is only the first stage. After that the selection process begins, which takes several weeks. The application status can be checked by logging in at udyamiuser.bihar.gov.in.
How Is Selection Done?
There are no marks, no interview and no recommendations in this scheme. Selection is made entirely through a computer lottery:
- Against all applications received by the fixed date, applications are provisionally selected as per the district-wise targets fixed for each component.
- Provisionally selected applicants are chosen through the computerised randomisation method.
- A team formed at headquarters level carries out scrutiny on the basis of the documents uploaded on the portal.
- After scrutiny, applicants found eligible on the basis of the required papers are finally selected.
- Applicants kept in the draft list have to upload the pending documents within the notified deadline — candidature is cancelled if the documents are not uploaded in time.
- The concerned field officer carries out verification.
- The final selected list is published on the portal, and beneficiaries are called for training.
For the 2025-26 cycle this process is already complete — the lottery was held on 20 May 2026 and the final list has been published. If you applied in that cycle, you can see your status in the lists published on udyami.bihar.gov.in or by logging in at udyamiuser.bihar.gov.in.
What Happens After Selection? Instalments and Training
Finally selected beneficiaries receive the money in three instalments, and before every instalment there is a training and verification process:
- Phase 1 — training: Finally selected applicants undergo 06 days of non-residential training in the first phase. A total of 02 chances are given to attend the training — candidates absent on both occasions will have their candidature cancelled.
- First instalment: After the first phase of training, the first instalment is paid through RTGS / NEFT into the Current Account opened in the name of the unit.
- Utilisation Certificate: The beneficiary must upload the Utilisation Certificate of the first instalment on the Udyami portal within 90 days of receiving the amount. The field officer examines the uploaded certificate and forwards it with their recommendation to the Managing Director.
- Phase 2 — training: After the utilisation is approved at the Managing Director’s level, beneficiaries undergo 06 days of non-residential training in the second phase. Here too 02 chances are given — candidates absent on both occasions will not be paid the next instalment.
- Second instalment: After the second phase of training, the second instalment is paid through RTGS / NEFT into the unit’s Current Account.
- Third instalment: The Utilisation Certificate of the second instalment must also be uploaded within 90 days. After examination and recommendation, the third instalment is paid.
There is also some relief: if a beneficiary has spent 90 percent of the first or second instalment amount, the field officer / Managing Director can recommend the next instalment after examination and recommendation, through the District Industries Centre. And every payment above Rs 10,000 from the amount received under the scheme is valid only through online modes — RTGS / NEFT / Cheque / DD / UPI / Net Banking.
How Is the Loan Repaid?
Of the total amount received under the scheme, 50 percent is a grant — it is never repaid. The remaining 50 percent is a loan, whose instalment-wise repayment starts one year after the payment of the second or third instalment, and is made through the online payment gateway available on the Udyami portal. As per the department’s user manual, the loan is repaid in 84 instalments.
If a beneficiary does not set up their enterprise or unit, or misuses the project amount, action will be taken against them under the PDR Act and the entire amount will be recovered in one go. Beneficiaries who do not repay the loan in instalments within the fixed time are identified and action is taken against them as per the rules.
How to Check Application Status?
There are two ways to check the status of your application:
Method 1 — By logging in: Log in at udyamiuser.bihar.gov.in with your registration number and password — the current status of your application will be shown there.
Method 2 — From the selection lists: The provisional selection list, final selection list and waiting list PDFs are published on udyami.bihar.gov.in. The lists for the 2025-26 cycle can be seen there.
If you face trouble logging in or cannot find your name in the list, you can contact the toll-free number 1800 345 6214 on working days from 10 AM to 5 PM.
Common Mistakes to Avoid While Applying
- Applying under the wrong component — the Yuva component is only for General category and BC-02 men. Women, SC/ST, BC-01, minority and Divyangjan applicants should apply under their own component.
- Planning to set up the unit in another district — the unit must be set up in your own district of permanent residence.
- Choosing the project in a hurry — once chosen, the project cannot be changed.
- Uploading blurred or wrong documents — the application will get stuck in scrutiny.
- Not having an Aadhaar-linked mobile number — the OTP comes on that number, and registration happens through it.
- Choosing a trading project — the scheme is only for manufacturing and service projects.
- Paying any agent — application is completely online through the department’s portal. Nobody can get you selected for money, because selection is done by computer lottery.
- Remaining absent from training — missing both chances in phase 1 cancels the candidature, and missing both chances in phase 2 stops the next instalment.
