What Is Smart PDS 2.0? Why Is the New Portal in the News?

Smart PDS 2.0 is the new online portal of West Bengal’s Public Distribution System (PDS). It is the new platform of the Food and Supplies Department for ration card services — applying for a new card, checking application status and making corrections. The portal came into wide discussion after a video on it in the last days of October 2026, and Google Trends recorded a rise of more than 700% in searches for “Smart PDS 2.0 West Bengal”.

We checked smartpds.wb.gov.in ourselves on 6 November 2026 — the portal is live and opens with the name SMART-PDS. The video also shows its NIC address wb.smartpds.nic.in/login. Please note, we have not found any official notice giving a launch date for this portal, so no launch date is written in this article — only information that is confirmed is given here.

Smart PDS 2.0 vs the Old WBPDS Portal: What Has Changed?

Point Old WBPDS portal (wbpds.wb.gov.in) New Smart PDS 2.0 (smartpds.wb.gov.in)
Main work Ration card application, status check, e-Ration Card download New interface for new ration card applications and status check
Status check Through “Enquiry” – Check Application Status – Aadhaar / mobile / application number + OTP Status check facility on the portal (follow the options shown on screen)
Login Mobile OTP Mobile OTP (as shown in the video)
Other services Forms 3 to 15, Citizen’s Home (food.wb.gov.in) Focus on new applications; other services remain on food.wb.gov.in and WBPDS

The simple point is that the new portal gives an easier route, especially for new ration card applications. But the old portal has not closed — it still works for status checks and other services. If the new portal does not open on some day, do not worry — the status can also be checked through the old portal by the method given below.

Types of Ration Cards in West Bengal and Monthly Entitlement

West Bengal has five types of digital ration cards. AAY, PHH and SPHH come under the central NFSA scheme, while RKSY-I and RKSY-II are the state government’s own Rajya Khadya Suraksha Yojana (RKSY) cards. The quantities below are as per the official notice of the Food and Supplies Department (Upobhokta Samparko Abhijan, January 2025) — the same quantities the department itself tells beneficiaries.

Card type For whom Monthly entitlement (free of cost)
AAY (Antyodaya Anna Yojana) Poorest families Per family: Rice 21 kg + Wheat 14 kg / Atta 13.3 kg + Sugar 1 kg @ Rs 13.50/kg
PHH / SPHH (Priority Households) Priority families under NFSA Per person: Rice 3 kg + Wheat 2 kg / Atta 1.9 kg
RKSY-I (Rajya Khadya Suraksha Yojana-I) State BPL families (outside NFSA quota) Per person: Rice 5 kg
RKSY-II (Rajya Khadya Suraksha Yojana-II) Other eligible state families Per person: Rice 2 kg

One important point: some websites write that from January 2026 the central government changed the rice-wheat ratio for NFSA cards (AAY rice from 21 to 19 kg, PHH/SPHH rice from 3 to 2 kg per person, more wheat). We have not found any official notice of this change, so the quantities above are written as per the official notice. Before going to the shop, check the quantity printed on your card and the SMS that comes to your mobile every month — the SMS carries your correct quantity.

Apart from this, special packages also exist for Junglemahal areas, Hills, Tea Gardens, Toto tribe, Aila-affected areas and Singur. AAY and SPHH card holders also get a festive package of sugar and flour twice a year — during Ramzan and Durga Puja. Claims of double ration on Diwali are also going around on social media, but we have found no official notice for that — do not treat it as confirmed.

Who Can Apply? Eligibility

  • The applicant must be a permanent resident of West Bengal.
  • A family that has no digital ration card yet can apply for a new card (Form 3).
  • A family that already has a card can apply to add a new member (Form 4) or for a correction (Form 5).
  • Some member of the family must have an Aadhaar card and an active mobile number linked with Aadhaar — the OTP comes on that number.
  • One family gets one ration card. If your name is on a ration card in another state, that name must first be removed there.
  • The application is completely free. If any agent or middleman asks for money, do not pay — contact the BSK or the Food Inspector’s office directly.

How to Apply for a New Ration Card on Smart PDS 2.0? Step-by-Step

The online process for a new ration card is as follows. Please note, the menu names inside the portal may differ slightly — follow the instructions shown on your screen.

  1. Open the new portal: On your mobile or computer, open smartpds.wb.gov.in. The NIC address shown in the video, wb.smartpds.nic.in/login, is the address of the same portal.
  2. Login with your mobile number: Enter your 10-digit active mobile number and click GET OTP. Enter the OTP to login.
  3. Choose new application: Select “New Ration Card Application”. If your family already has a card, choose the option to add a member or for correction instead.
  4. Fill family details: Fill the head of family’s name, names of all family members, age, Aadhaar numbers and address carefully. Write names exactly as on the Aadhaar card.
  5. Upload documents: Upload clean scanned copies of the documents listed below. Blurred photos can stall the application.
  6. Submit the form and save the application number: Note down the application number / reference number you receive after submitting — you will need it for status check.
  7. Keep checking the status: The application status is usually updated within 15 to 30 days. Check the status by the method given below.

If you face difficulty applying online, you can also fill the form at a Duare Sarkar camp or at your area’s Bangla Sahayata Kendra (BSK) — there is no fee there. The ration shop (FPS) can also help with the application.

Documents Required

  • Aadhaar card of all family members
  • Voter ID (EPIC)
  • Address proof — electricity bill or a similar document
  • Passport-size photograph
  • Active mobile number linked with Aadhaar (for OTP)
  • Income certificate — if asked for your category

The spelling of names, date of birth and address must be the same in all documents. It is very important that a mobile number is linked with Aadhaar, because the OTP and the monthly entitlement SMS come on that number.

How to Check Ration Card Application Status?

There are two ways to check the application status — the new Smart PDS 2.0 portal and the old WBPDS portal. Both are official.

Method 1 — Through the Smart PDS 2.0 portal: Go to smartpds.wb.gov.in, login and choose the status check option. Enter your application number or registered mobile number to see the status.

Method 2 — Through the old WBPDS portal (in detail):

  1. Open wbpds.wb.gov.in and click on the “Enquiry” option on the homepage.
  2. Choose “Check Ration Card Application Status”. Direct link: wbpds.wb.gov.in/rcmsnew/Citizen/CheckApplicationStatus
  3. Choose the search method — Aadhaar Number, Mobile Number or Application Number.
  4. If you enter an Aadhaar number, it must belong to a member of the family in the application. Enter the same mobile number that was given at the time of application.
  5. Click “Get OTP” — a 6-digit OTP will come on the mobile number linked with that Aadhaar.
  6. Enter the OTP and click Submit. Your status will appear on the screen — Pending, Approved or Rejected — along with the application number, applicant name, date of application, ration card type and family member list.

One important condition: if your Aadhaar biometric is locked, first unlock it from the UIDAI website — only then will the OTP-based status check work. If the OTP does not arrive, check that the mobile number is linked with Aadhaar and that the network is fine; if it still does not come, call the helpline 1967.

How to Download e-Ration Card and Link It with Aadhaar?

After the application is approved, you can download your digital ration card (e-Ration Card) from food.wb.gov.in — on the Citizen’s Home page, the “Ration Card” section has the e-Ration Card download option. The downloaded e-Ration Card is a password-protected PDF and is as valid as a physical card.

After downloading the e-Ration Card, it must be linked with Aadhaar — without Aadhaar linking, the card is not activated. You can link Aadhaar yourself through the portal’s self-service facility, or get it done at the FPS, the Food Inspector’s office or a BSK. Carry your Aadhaar card, ration card and mobile phone with you.

Linking the mobile number is equally important, because the monthly entitlement SMS comes on that number. Mobile linking can also be done from the FPS, BSK or the portal. Through the department’s self-service facility, you can — without visiting any office and without anyone’s approval — apply for a ration card, update card details, change the Fair Price Shop, and link or delink Aadhaar and mobile numbers, and the changes take immediate effect.

How to Lift Ration from Any Ration Shop? (Portability and ONORC)

In West Bengal you no longer need to take ration only from your allotted shop. If your ration card is linked with Aadhaar, you can lift your ration from any Fair Price Shop (FPS) in the state. At the shop you have to give your Aadhaar biometric (fingerprint) — that is how your identity is verified.

The same facility is available across the whole country under One Nation One Ration Card (ONORC). In West Bengal, ONORC was implemented by a government order dated 29 July 2021, and the state has been part of it since August 2021. This means that if you live in another state for work, you can lift ration on the same card from any ePoS-enabled ration shop there — there is no need to make a new card. The Mera Ration app can also be used to find a ration shop near you.

One more important point: under Duare Ration, door-to-door ration is given only from Tuesday to Friday — normal distribution does not work on these days. On the remaining days, ration is given in the normal way. So check the day before going to the shop.

How to File a Complaint? Helpline and Help Channels

If the dealer gives less ration, asks for extra money, or your application has been stuck for a long time, complain through these channels:

Channel Details
Online complaint On helpdesk.wbfood.in, through the “Register Your Grievance Here” option
Toll-free helpline 1967 / 1800-345-5505 / 14445 (12×7 call centre)
WhatsApp ChatBot 9903055505
Social media Through the Food and Supplies Department’s Facebook / Twitter page
Offline complaint By writing a letter to SCF&S/RO, DCF&S/DDR or a higher authority

After every transaction, the FPS dealer must give a cash memo generated from the ePoS machine — always take the cash memo when lifting ration and match the quantity written on it with your SMS. If the quantity looks short, complain at once.

Common Reasons Applications Get Stuck — Avoid These

  • Mobile number not linked with Aadhaar — the OTP will not arrive at all.
  • Aadhaar biometric locked — unlock it from UIDAI first.
  • Name or date of birth differing across documents.
  • Uploading blurred or wrong documents.
  • Choosing the wrong form — Form 3 for a new card, Form 4 to add a member.
  • Applying twice for the same family.
  • Submitting the form and forgetting to check the status — check within 15 to 30 days, and if it shows Rejected, read the reason and apply again with correct information.
  • Paying an agent — the application is free.
