What is UPYOG Portal Bihar?

UPYOG Portal Bihar is an integrated municipal services portal of the Government of Bihar. That means city services that were earlier spread across different offices are now available in one place. With a single account, you can apply for many different services. The portal itself says, “One account for every urban service.”

UPYOG stands for Urban Platform for deliverY of Online Governance. It is an open-source digital platform built under the National Urban Digital Mission (NUDM) of the central government. At the national level, the mission is handled by the Ministry of Housing and Urban Affairs (MoHUA) and the National Institute of Urban Affairs (NIUA). Bihar has adopted this national platform and adapted it for the state.

The portal was launched on 31 October 2026 by Chief Minister Samrat Choudhary at the Sankalp auditorium in Lok Sevak Awas, Patna. At the launch event, a short film explaining how the portal works was screened, and a live demonstration was given before the Chief Minister. The Principal Secretary of the Urban Development and Housing Department explained the portal in detail at the event.

264 Urban Local Bodies, One Portal

Bihar has a total of 264 urban local bodies. These include nagar nigams in big cities, nagar parishads in medium towns, and nagar panchayats in smaller towns. UPYOG Portal Bihar is planned to be rolled out across all 264 of them at the same time. For example, Patna district alone has 10 urban local bodies.

One thing must be understood clearly. The launch of a portal and the full working of every service in every city are two different things. Each urban local body has to prepare its services, train its staff, and move old records into the new system. So if a service is not yet visible for your city, check again after some time. The portal itself says that service availability can vary by urban local body.

The numbers shown on the portal show that people have already started using it. As seen on 6 November 2026, the applications recorded on the portal included 1,648 property tax applications (25 percent), 1,397 trade licence applications (21 percent), 1,008 public grievance applications (15 percent), 758 water and sewerage applications (12 percent), 532 birth and death certificate applications (8 percent), and 387 advertisement licence applications (6 percent). These are early figures and they will keep changing over time.

10 Modules Launched in the First Phase

The UPYOG Portal Bihar is planned to have 19 modules in total. In the first phase, 10 of them have been launched. They are:

  1. Advertisement Management – permissions for hoardings and signboards.
  2. Trade Licences – licences to start and run a shop or business.
  3. Water and Sewerage Connection Management – new water connections and sewerage services.
  4. Property Management – management of properties owned by urban local bodies.
  5. Vehicle Fleet Management – management of municipal vehicles.
  6. Municipal Accounting and Financial Management – accounts and finances of urban local bodies.
  7. Building Plan Approvals – online approval of building construction plans.
  8. Legal Module – legal work related to urban local bodies.
  9. Material Management – material and purchase management of urban local bodies.
  10. Public Grievance Redressal – filing citizen complaints and resolving them.

Some of these modules are directly useful for citizens, such as trade licences, water connections, and grievances. Others are mainly for municipal staff, such as property, vehicle fleet, and material management. The remaining 9 modules will be introduced in later phases, but their full timetable has not been officially announced yet.

How to Register on UPYOG Portal Bihar

One account on the portal can be used for many services. The registration process works like this:

  1. First, open the official website upyog.bihar.gov.in. Remember that this is the correct address. Do not enter your details on any other look-alike website.
  2. On the home page, you will find the Register button at the top. Click on it.
  3. Fill in the details asked in the registration form. Such portals usually ask for your name, mobile number, and the name of your city or urban local body.
  4. Enter the OTP sent to your mobile number to verify it.
  5. Create a password and keep it written in a safe place.
  6. After registration is complete, you can log in with your account.

One important point: the documents and fees needed can differ for each service and each urban local body. So before starting an application, do read the conditions for that service on your urban local body’s page. The portal gives the same advice.

How to Log In to UPYOG Portal Bihar

  1. Open the website upyog.bihar.gov.in.
  2. Click on the Login button on the home page.
  3. Enter your registered mobile number or username and your password.
  4. If you have forgotten your password, use the forgot-password option given on the login page.
  5. After logging in, you can apply for a new service from your dashboard, check the status of old applications, and make payments.

Never share your password with anyone. A government portal never asks for your password or OTP over a phone call or message.

How to Track Your Application Without Logging In

The best feature of UPYOG Portal Bihar is that you do not need to log in to check your application status. In the “Track, Verify or Pay – No Login Needed” section of the portal, you can do three things without an account: track an application, verify a certificate, and pay a bill.

Checking your application status takes three simple steps:

  1. Enter the reference number – enter the application number written on the acknowledgement receipt you received when you applied. You can search by application number or by mobile number. The portal shows sample numbers such as TL/PAT/2026/0412 (trade licence), WS/GAY/2026/0988 (water and sewerage), and AD/BGP/2026/0140 (advertisement).
  2. View the current status – the screen will show which stage your application is at.
  3. Get updates – there is also an option to receive alerts on important changes, wherever this facility is available.

Keep your receipt and application number safe. This number will be needed for all future work related to your application.

How to Apply for a Trade Licence Online

The trade licence is one of the most used services on UPYOG Portal Bihar. The portal explains the business journey in three steps:

  1. Trade Licence – apply for a licence to start or operate your business in your urban local body, or renew an existing licence.
  2. Advertisement Permission – check the permission and applicable fees for your shop signboard or hoarding.
  3. Review Fees and Submit – confirm the requirements of your urban local body and complete the application.

Note that the advertisement module follows the BMAAAR 2026 rules, so it is best to match the conditions with the final notified rules. The department has said on social media that the trade licence service is now live in 40 more urban local bodies, which means its reach is growing steadily.

How to File a Complaint (Public Grievance)

  1. Open the portal and choose the Public Grievance Redressal (PGR) service.
  2. Select your urban local body and the category of your complaint, such as roads, sanitation, water, waste, or any other municipal service.
  3. Write the full details of your complaint and attach a photo or document if needed.
  4. After submitting the complaint, you will get a reference number. Note it down carefully.
  5. Later, you can check the status of your complaint with the same reference number, without logging in.

It is important to give the correct mobile number while filing a complaint, so that the department can contact you if needed. Please note that Bihar also has a separate Sahyog Portal (sahyog.bihar.gov.in) and helpline 1100 for general grievances, which started in May 2025. A complaint filed on UPYOG goes directly to your urban local body.

How to Pay Property Tax and Water Bills Online

  1. In the “Track, Verify or Pay” section of the portal, choose Pay a Bill.
  2. Choose the correct option, property tax or water bill.
  3. Enter your property or connection details.
  4. Check the amount due and pay online.
  5. After payment, you will get an instant receipt. Save it or take a printout.

While paying online, always check that you are on the real government portal upyog.bihar.gov.in. Checking the address before the payment page opens is the safest habit.

How to Verify a Certificate

If someone shows you a certificate or licence issued through UPYOG Portal Bihar, you can check whether it is genuine on the portal. You do not need to log in for this either. Choose the Verify Certificate option on the portal, enter the certificate number, and check. This facility helps protect against fake certificates.

What is the National Urban Digital Mission (NUDM)?

To understand UPYOG Portal Bihar, it helps to know about the National Urban Digital Mission. NUDM was launched by the Ministry of Housing and Urban Affairs in February 2021 in pilot mode. Its aim is to create the same digital system for all cities in the country, so that every urban local body does not have to build its own separate system.

According to an answer given in Parliament on 16 March 2026, 18 core municipal e-governance services have been developed under UPYOG, including property tax, fire NOC, online building plan approval, and birth and death registration. Seventeen states and union territories are at different stages of implementing UPYOG services in their urban local bodies. According to the ministry, memorandums of understanding have been signed with 33 states and union territories. UPYOG is registered as a Digital Public Good and won the Gold Award at the DigiTech Awards 2025.
